Secondary Containment & RCRA Requirements

One of the most surprising things for many facilities is that federal RCRA rules often do not require secondary containment for containerized wastes - even when stored outdoors! In many cases, the regulations focus more on preventing releases and maintaining container integrity rather than mandating containment systems. That said, this is strictly a RCRA reality. Other programs like SPCC, stormwater permits (SWPPP), or state-specific rules may still require containment depending on the material and site conditions. Always evaluate containment through a multi-regulatory lens!
