Haunted Houses: Behind Every Jump Scare Is a Fire Code


So I went to local haunted house this weekend in Fort Worth, where it was a one-night event – a “total blackout” of the haunted house, with only a glow stick to light the way. I love a good jump scare, and I’m always looking for an opportunity to scream at the top of my lungs without getting the police called, so I was down.

 

Obviously, I couldn’t see much, but after encountering the “chainsaw guy” a few times (who was really starting to get on my nerves – too loud and stinky), I started to wonder about the health and safety regulations relating to haunted houses.

 

Here’s some interesting tidbits below that I found, as well as where these regulations really started – the 1984 Six Flags Haunted Castle fire (you can read more about that, too, linked below!).

 

Occupancy & egress

  • Haunted attractions are classified as special amusement buildings under NFPA 1 (§20.1.4) and NFPA 101, layered on top of assembly-occupancy rules. Low light, theatrical smoke, and maze geometry are treated as aggravating factors, not features.

  • Automatic sprinklers are required for essentially all of them (narrow carve-out: under 10 ft tall and <160 sq ft). Where haze obscures egress, expect requirements for exit marking that stays visible and, in some designs, an interruption system that kills effects and raises lighting on alarm.

 

Fire load & finishes

  • Props, drapes, and set materials must pass a flame-propagation/ignition test — self-extinguish when the flame source is removed, or they don't go in the building.

  • Open flame and stored flammable/combustible liquids are typically prohibited. Good housekeeping along exit paths isn't a suggestion; it's inspected.

 

🪚 The chainsaw problem The classic chainsaw-chaser is where theater collides with several OSHA standards at once:

  • Chain removed — the obvious step, but the bar tip, sprocket, and vibration are still injury sources, and a startled actor + a crowd in the dark is a real struck-by/contact hazard.

  • Carbon monoxide — gas 2-stroke engines run indoors are a CO problem fast. OSHA's PEL is 50 ppm (8-hr TWA); a small engine in a low-ventilation maze can blow past that and endanger actors and guests alike. Electric/battery props sidestep most of this.

  • Noise — 2-cycle engines routinely exceed OSHA's 85 dBA action level and 90 dBA PEL. Run for hours a night, that's a hearing-conservation issue, not an afterthought.

  • Fuel storage — gasoline on site directly conflicts with the flammable-liquids prohibition above. Pick a lane.

  • Vibration & burns — hand-arm vibration over a full shift, plus a hot muffler inches from an actor's leg.

 

Workers, not just guestsThe actors and crew are employees: PPE hazard assessment, working-in-the-dark hazards, electrical (extension cords + fog machines + wet floors), emergency action plan, and injury reporting all apply. And most jurisdictions require fire marshal layout approval and inspection before opening.

 

What about volunteers? 👻A huge share of haunts — charity, church, school — run on volunteer actors:

  • Federal OSHA generally doesn't cover true, uncompensated volunteers — no wages means no employer-employee relationship (per OSHA's own interpretation letters).

  • But a mixed crew changes the calculus. A workplace with any paid employees must comply — and if a hazard could injure a paid worker, the employer can be cited even if a volunteer was the one exposed.

  • "Compensation" is broader than a paycheck. Stipends or other remuneration can convert a "volunteer" into an employee.

  • State plans can go further — some extend coverage to volunteers federal OSHA wouldn't touch. A Texas answer isn't a California answer.

  • And no coverage ≠ no liability — negligence claims, workers' comp, and the plain duty to protect people don't disappear.

 

As I mentioned, many of the life safety regulations came into play after the 1984 Six Flags Haunted Castle fire, where 8 teenagers were tragically killed in a walkthrough attraction.

 

From a 2014 NFPA article regarding the Six Flags Haunted Castle fire:

 

“The fire broke out shortly before 6:30 p.m., when a 14-year-old boy who was using a lighter to find his way through the attraction accidentally walked into the polyurethane foam padding covering a wall and set it on fire.”

 

“Roughly 30 people were in the attraction when the fire began. Some encountered smoke and immediately headed for exits, while others thought it was a Haunted Castle effect; one group of visitors apparently saw the fire in its incipient stage and “remarked how real the illusion seemed,” according to Bouchard’s report. The foam-covered walls ignited, and the fire, fueled by the plywood and other materials, spread rapidly. Flashover occurred three and a half minutes after the fire began, according to the investigation report, and soon the entire attraction was engulfed in flames.”

 

“The Haunted Castle fire prompted several important changes to NFPA 101®, Life Safety Code®. A new section titled “Special Provisions for Special Amusement Buildings” was added to the 1988 edition, requiring every special amusement building, such as the Haunted Castle, to be protected throughout by an approved—and properly installed and maintained— automatic sprinkler system. If the building was portable or movable, the “sprinkler water supply may be by an approved temporary means.”

 

If the amusement building had low lighting levels, the code required that it be equipped with a smoke detection system, the activation of which would sound an alarm at “a constantly attended location on the premises.” The actuation of either the smoke detection system or the sprinkler system would “cause the illumination in the means of egress to increase” and silence any “conflicting or confusing sounds and visuals.”
